Doug Bad­ger was a Part­ner of The Nick­les Group, LLC, pro­vid­ing clients exper­tise on a range of issues from health care and ener­gy to tax­es, finan­cial ser­vices, telecom­mu­ni­ca­tions, and trade. Work­ing with a vari­ety of indus­try lead­ers, he com­bines sub­stan­tive leg­isla­tive expe­ri­ence with real­is­tic strate­gic advice result­ing in tai­lored solutions.

Pri­or to join­ing The Nick­les Group, Doug served as the Deputy Assis­tant to the Pres­i­dent for Leg­isla­tive Affairs where he helped for­mu­late the Bush Admin­is­tra­tion’s pol­i­cy and leg­isla­tive strat­e­gy. While at the White House, he was also the Pres­i­den­t’s lead health pol­i­cy advi­sor work­ing close­ly on the Medicare Mod­ern­iza­tion Act as well as Medicare’s drug cov­er­age, Medicare and Med­ic­aid reim­burse­ment issues, and the cre­ation of health sav­ings accounts.

Doug has worked as a part­ner at Wash­ing­ton Coun­sel Ernst & Young spe­cial­iz­ing in health care, intel­lec­tu­al prop­er­ty, and employ­ee ben­e­fits. He also served for a decade as a U.S. Sen­ate aide, includ­ing stints as Chief of Staff to Assis­tant Major­i­ty Leader Don Nick­les and Staff Direc­tor of the Sen­ate Repub­li­can Pol­i­cy Com­mit­tee. He has held senior posi­tions at the U.S. Depart­ment of Health and Human Ser­vices and the Social Secu­ri­ty Administration.

Doug holds a mas­ter’s degree from West­min­ster The­o­log­i­cal Sem­i­nary and a bachelor’s degree from the Uni­ver­si­ty of Delaware.
